Is lure color or color brightness more important?

A controversial topic especially when match-the-hatch believers chose colors based on current forage. But considering the optical qualities of color underwater under different light intensities and in different water colors and degrees of transparency, which is more important or are both important at one time or another? Does lure design and use enter into the choices made?

Hey Same I dont match the hatch per say I use only lead and soft plastics color choices being various shades and mixtures of
Black
Brown
Green
Purple

what I have found that's noticeable sometime, on both bright and cloudy days in clear water sometimes a Chartreuse tail or fin imitation makes a big difference
